Dog Caught Counter Surfing (and Wiping Out)

Fritz has a bad habit. Once his owners are gone, he jumps on the counter to see if there is anything tasty to eat. Only this time, it backfired on him.

This little guy, while I'm sure is still a good boy, is being naughty.

I don't even know how you teach a dog that this behavior is bad and make them stop? Put a baby fence around the counter? Continue leaving loose papers all over the counter?

No clue. Any suggestions?
